Dubai Cargo Arrival Charges: Delivery Orders, Inspection & Storage

Why freight-paid cargo can still attract Dubai arrival charges. Understand delivery orders, terminal handling, customs inspection and storage before booking.

Why are there charges when the freight was already paid? Paying international freight does not necessarily settle every cost at destination. The supplier's sales term, the transport quote and the destination release process may cover different things. That is why a Dubai importer can receive a delivery-order, handling or clearance invoice even after paying the supplier for shipping. The right response is to request the charge basis and compare it with the agreed scope. This guide explains common cost categories, not a current tariff. Ask the issuing party for its written rates and supporting records rather than relying on a generic online price list. Delivery order versus customs release A delivery order or release authorization permits cargo handover under the carrier or agent's arrangements. Customs release deals with the declaration and regulatory position. These are separate steps; completion of one does not automatically complete the other. Check which carrier or destination agent issues the release, what references it needs, and whether freight settlement or document surrender is outstanding. For consolidated cargo, master and house shipment references may be relevant. Agree the release contact before arrival. Terminal and handling charges A terminal or warehouse may charge for unloading, handling, deconsolidation, documentation or other services. The charging basis can be per consignment, package, kg, volume or service event. These are not all customs duty simply because they arise at an airport or port. For LCL sea freight, destination deconsolidation and local handling can materially affect a small shipment's total. For air freight, airport handling and carrier release may still be outside the freight rate. Compare complete scope with sea freight or air freight arrangements before dispatch. Customs brokerage, duty and taxes The broker's service fee is distinct from the government's assessed duty and taxes. Valuation, commodity classification, origin and the chosen procedure influence the declaration. Do not treat every imported product as subject to the same blanket calculation. Ask which party is the importer of record, who pays or advances assessed amounts, and whose supporting invoices and declaration records will be available. Our Dubai airport paperwork guide helps you identify the records needed before arrival. Inspection is an event, not a standard promise Customs or another authority may request inspection or supporting evidence. A forwarder cannot guarantee every shipment will avoid it. Handling associated with examination, moving cargo to an inspection area, opening or repacking may create separate costs under the relevant tariff or agreement. If inspection is listed on an invoice, request the reference, date, service performed and charging basis. Incomplete documentation can cause delay, but an inspection does not by itself prove a broker error. Distinguish the authority decision from the services billed to carry it out. Storage, demurrage and detention are not interchangeable Storage concerns cargo remaining at a terminal or warehouse after the applicable free period. Demurrage and detention are commonly associated with container use at and outside the terminal respectively, but carrier terms define the actual application. Do not apply sea-container terminology automatically to an air-cargo invoice. Record the free-time start, expiry, daily basis and weekend or holiday treatment in writing. Confirm who monitors the deadline and whether a hold pauses charges under the applicable terms. No article can promise a charge waiver; that must be confirmed by the party issuing it. CIF does not mean delivery to your Dubai premises ICC reserves CIF for sea and inland-waterway transport. Under CIF, the seller arranges carriage and insurance to the named destination port, but risk transfer and destination obligations differ from DAP or DDP. Do not interpret “CIF Dubai” as an automatic commitment to clear and deliver to a warehouse. Use the DDP versus DAP guide for door-delivery responsibilities. The sales term and quote should identify the exact destination and cost allocation; “freight paid” is not enough. Ask these questions before approving a booking Who will issue the destination release and at what charging basis? Are terminal handling and deconsolidation included or payable locally? Is brokerage included, and who pays assessed duty and taxes? What free time applies, when does it start, and who monitors it? How will inspection or additional handling be evidenced and authorised? Does delivery include an appointment, unloading or vehicle waiting? What is still marked “at actuals” and how will it be invoiced? Put the answers next to the quote. For repeat imports, retain one completed shipment's invoices as a reference, but check current tariffs before assuming the same amounts apply next time. How to challenge an unexplained invoice constructively Request an itemized invoice showing the issuer, service dates, shipment reference, unit rate and quantity. Compare each line with the accepted quote and terms. Ask whether it is a carrier, terminal, authority, broker or delivery charge. If the same service appears twice, request a reconciliation rather than assuming every local fee is a duplicate. Where a charge is disputed, ask how to preserve release options without missing additional free-time deadlines. Separate the commercial dispute from actions needed to protect the cargo and keep the importer informed. Frequently asked questions Can CIF cargo still have destination charges? Yes. CIF does not automatically include all local handling, import formalities and final delivery costs. Check the full ICC rule, sales contract, freight scope and destination tariff before concluding a fee should have been prepaid. Does customs release stop all storage charges? Not necessarily. Cargo may still need carrier release, payment, an appointment or collection. Confirm the terminal's free-time and charging terms, including when collection actually occurs. Does DDP prevent every unexpected charge? DDP allocates import obligations to the seller, but the named place, lawful importer arrangements and treatment of exceptional costs still need clear agreement. It is not a guarantee that inspection or delay cannot happen. Source and next step ICC Incoterms 2020 guidance explains the framework for cost and risk allocation. Actual fees come from the parties' current tariffs and written agreements. For an upcoming movement, request an AirBuzz freight enquiry with your service, budget and deadline. If you already have a quote, list its exclusions so the team can discuss the destination work required.
