Dubai Customs 2026 Update: E-Commerce Relief & Importer Checks

Dubai Customs’ September update explains e-commerce duty relief and temporary facilities. Learn what to verify before applying these measures to your shipment.

What Dubai Customs announced—and why importers should read the detail On 4 September 2026, Dubai Customs published an update on initiatives supporting the business community. It described four customs circulars issued in June and July, including temporary deadline relief, duty instalment facilities, eligible fine reductions and a revised e-commerce duty-exemption threshold. This is an explanation of that dated official announcement, reviewed on 18 October 2026. It is not confirmation that every measure is still open for applications or that every shipment qualifies. Before filing, check the underlying circular, current procedure and any later notice with Dubai Customs or your clearing representative. The four measures at a glance Circular — Official announcement describes — What a business must verify 12/2026, issued 18 June — Temporary extension of pending customs-status deadlines — Original status, expiry date and transaction eligibility 14/2026, issued 27 June — Instalment payment facility for due customs duties — Current application window and approved terms 15/2026, issued 27 June — Temporary reduction of eligible customs-case fines — Eligible case, conditions and applicable deadlines 16/2026, issued 30 July — Revised e-commerce customs-duty exemption threshold — Eligible procedure, CIF value and exclusions An announcement summarises the package. It should not be treated as blanket approval for an individual declaration. Keep the official circular and transaction evidence together when discussing an application. E-commerce threshold: duty exemption is not exemption from everything The announcement says the e-commerce customs-duty exemption threshold increased from AED 300 to AED 1,000 of CIF value under Circular 16/2026. It also describes platform benefits for eligible shipments and defined declaration categories. Do not read this as permission to ship every product without clearance, VAT, permits or handling fees. The measure concerns customs duty within its eligible framework. Commodity restrictions, valuation, the declaration category and other obligations still need checking. CIF value includes cost, insurance and freight for the stated valuation basis; it is not necessarily the online product price alone. Do not artificially split or undervalue shipments to claim an exemption. Ask what supporting records are required for your real transaction. Returns and refunds: reconcile the order with the movement The official update describes automated clearance of returned goods under approved controls and automated refund of customs duties on returns within 60 days. This is not a promise that every return is automatically eligible or immediately refunded. Keep the original order, declaration, shipment and return references aligned. Ask how the return must be recorded and which party submits the claim. A customer return, a customs refund and a warehouse receiving event are different records even when they relate to the same goods. For the practical movement, see door-to-door cargo and warehousing. Discuss the actual handling scope without assuming a news announcement creates a new AirBuzz service. The 120-day extension is tied to specific original expiries Dubai Customs says Circular 12/2026 benefited 6,613 companies with a 120-day extension from the expiry of the original pending-status period. The announcement identifies transactions whose original periods expired between 27 February and 31 July 2026, including import-for-re-export, temporary admission and forms of transit. This is not a general 120-day extension for all future imports. Identify the original declaration and status, the original deadline and the relevant transaction before relying on it. Since this article is published after the original window, check whether an application, settlement or extension remains relevant to your case rather than assuming it does. Instalments and fine reductions need a current eligibility check The release describes duty instalments and reductions of eligible fines subject to approved conditions. It does not supply enough detail to establish that a particular business qualifies, that an application deadline is still open, or what amount is payable today. Ask the authority or your representative for the current terms and evidence requirements. Keep a distinction between a news report, an application submitted, and an application approved. Only the applicable decision and records establish your transaction's position. A useful file to prepare before speaking to a broker Original declaration number and relevant customs status. Original expiry or payment dates, including any prior extensions. Invoice, shipment and order values with supporting records. Commodity description and any product-specific approvals. Importer registration and the authorised representative details. For returns, the original transaction and return shipment references. Frequently asked questions Is every UAE shipment under AED 1,000 duty-free? The announcement describes a Dubai Customs e-commerce measure within an eligible framework, not a universal rule for every UAE shipment. Check the declaration category, valuation, commodity exclusions and current circular before applying it. Does customs-duty relief mean no VAT or transport fees? No such blanket conclusion follows from this announcement. Duty, VAT, permits, carrier charges, handling and delivery are different obligations. Ask which relief applies to which line of your transaction. Can I still apply for the temporary facilities? This article does not verify an open application window. The official release is dated 4 September 2026 and some measures concern earlier transactions. Check current deadlines and conditions directly before taking action.
